What the heck is "splinched"? Did he not go through the Apparation correctly, and a part of him is now missing?...I feel like I should remember this but I don't.

"Splinched" as far as I understand it, is when someone does an incomplete apparation. Basically they fail to "move" their entire body, and leave a part or chunk of themselves behind... a piece of skin or muscle, a part of a limb, etc.

Yes, basically, if you're not fully focused when you apparate -- concentrating on getting your whole self to the specific destination -- then you risk not transporting all your limbs.
Kinda like dropping your wallet on the way out of the house, because you were late and rushing to get somewhere .... but more gruesome.
